Our Organization

BLARE is an incorporated, not-for-profit organization uniting local residents to address urgent community concerns—starting with 2.6× sewer rate hikes. We work for fair, sustainable water and sewer rates, safer infrastructure and stronger public involvement in decisions that affect our community.

BLARE was formed by concerned Brechin and Lagoon City residents following a recommendation from Councillor Sherri Bell. Under Ontario’s Municipal Act, councillors can recommend that residents form independent ratepayer associations when organized, collective advocacy is the best way to influence policy, hold governments accountable and ensure public concerns are heard. Councillor Bell recognized that a unified voice would help residents more effectively push for fair utility rates, improved infrastructure safety and greater transparency in local decision-making.
